THE upgrading of the road between Henties Bay and Uis will only be completed in May 2026 due to budget constraints.
This was revealed by the Minister of Works and Transport, Veikko Nekundi, in response to questions posed by Popular Democratic Movement (PDM) Parliamentarian McHenry Venaani regarding the country’s road infrastructure.
The Henties Bay–Uis stretch is part of the larger Swakopmund–Henties Bay–Uis–Khorixas–Kamanjab road project, aimed at upgrading key routes in the Erongo and Kunene regions to bitumen standard.

According to Nekundi, work on the Henties Bay–Uis section is progressing steadily, but limited funding has caused delays. He noted that once this segment is completed, construction will proceed on the Uis–Khorixas section. Nekundi also disclosed that the contract for the Khorixas–Kamanjab portion has already been awarded, with mobilisation and site establishment having commenced in May 2025.
He further emphasised that the Ministry is committed to improving road quality throughout the country.
“While the Okahandja—Okandjatu road, this project is currently under budget consideration for detailed design. While financial constraints have played a role in the delay, the project remains a clear priority,” he added.
The Minister also addressed the timeline for the Opuwo–Okanguati–Epupa road, confirming that the contract for the first 75 km (valued at N$991 million) has been awarded, and construction began in May 2025. With regards to the Otjombinde–Epukiro route, he assured that the project is included in the National Road Master Plan.
“However, implementation timelines are subject to budgetary availability. Even the best-laid plans must yield to fiscal reality. Equally, Honourable Members, the Ministry is fully aware of the affected stretches, especially in Omusati, Ohangwena, and Kavango. The Omaheke region’s road construction is prioritised, and systematic upgrades are being planned according to national prioritisation criteria,” he added.
