CRAN confirms cybersecurity breach involving Otjiwarongo Municipality

The Namibia Cyber Security Incident Response Team (NAM-CSIRT) has identified a cybersecurity incident involving systems or networks belonging to the Otjiwarongo Municipality.

The Executive of Communication and Consumer Relations at the Communications Regulatory Authority of Namibia (CRAN), Mufaro Nesongano, confirmed that the incident was detected on 16 July 2025 through credible threat intelligence sources.

“Preliminary indications suggest possible data exfiltration and a ransom demand by a threat actor identified as “INC Ransom,” he added.

Nesongano assured that NAM-CSIRT remains committed to transparency and will continue to keep stakeholders informed of any significant developments, without compromising the integrity of the investigation.

“Given the sensitivity of the matter, NAM-CSIRT has notified the municipality and recommended immediate containment measures, including data mapping to determine the extent of exposure and the isolation of affected systems. A formal investigation has been initiated, and NAM-CSIRT will provide an appropriate update in due course,” CRAN’s Chief Executive Officer and Head of NAM-CSIRT, Emilia Nghikembua, said.
