THE National Youth Service (NYS) and the Namibia Revenue Agency (NamRA) have entered into a three-year Memorandum of Understanding (MoU) aimed at enhancing cooperation in human capital development, institutional capacity-building and broader national development efforts.
NamRA Commissioner, Sam Shivute, revealed that the MoU provides for joint capacity-building initiatives, technical training programmes, seminars, workshops and team-building activities that will contribute to the professional development of employees at both institutions.
He also highlighted that a key component of the partnership is the introduction of a comprehensive three-month National Service Training programme for graduate recruits.

“The training will enhance their commitment to excellence, client-oriented service delivery, transparency and innovation in solving public problems. It is therefore encouraging that NamRA has recognised the value of National Service Training as an integral component of the development of its newly recruited entry-level employees. Through this partnership, these employees will undergo a structured three-month training programme designed to suit NamRA’s objectives and mandate,” he said.
Shivute further noted that NamRA may, where appropriate, source candidates for entry-level positions from the NYS database of unemployed recruits, in line with the Government’s directive.
“This partnership also creates opportunities for NYS graduates to be considered for employment and practical exposure within NamRA operations, where appropriate and subject to meeting the Agency’s recruitment requirements,” Shivute explained.
NYS Commissioner, Dr Felix Musukubili, noted that the partnership demonstrates growing recognition of the importance of National Service Training in preparing young professionals for the workplace and for national service.
“Through the three-month National Service Training programme, we will not only instil the values of discipline, patriotism and teamwork in the recruits, but also cultivate integrity and commitment to public service. The training will further foster habits of order, diligence, punctuality and perseverance, which are essential for effective service delivery,” Musukubili said.
