WINDHOEK City Police Service (WCPS) has arrested 35-year-old habitual offender Moses Moses, linked to multiple copper cable thefts across the city of Windhoek, following yet another alleged attempt to steal from a substation.
Moses, previously convicted in 2023 for stealing copper cables at Dawid Bezuidenhout School in Katutura and fined N$12,000, has been caught red-handed in numerous incidents over the years, including arrests in April 2023 and March 2025.
In a recent case, City of Windhoek Electricity Department staff spotted suspicious activity at a local mall, discovering Moses hiding in the ceiling with the intent to steal copper cables. He was positively identified, arrested by City Police, and taken to Katutura Police Station for investigation.
On 15 February 2026, WCPS patrol members apprehended him again while allegedly stripping a substation at Nampower. He appeared in Katutura Magistrate’s Court the following day and was granted bail of N$2,500. Moses still faces several pending cases in court.
Authorities warned that copper theft continues to disrupt essential services and endanger communities. The public is urged to report such crimes immediately. Anyone purchasing stolen copper wire is considered an accomplice and may face serious legal consequences, as such actions fuel the illegal market.
