The Anti-Corruption Commission (ACC) has announced the arrest of Chris Ndauedua Nghilundilua (52), a former Senior Administrative Officer at Ohangwena Regional Council, Directorate of Education, Arts and Culture, Eenhana.
Marina Matundu, ACC spokesperson, explained that Nghilundilua, as the former Head of the Hostel Administration and Feeding Programme in the Ohangwena Region, was responsible for the procurement of services in that region.

“During 2018, he awarded a tender for distribution of maize blend bags to Elange Trading CC, which is owned by his nephew, Mr. Martin Tangeni Bonifatius. Mr. Nghilundilua is the bank account signatory power holder in Elange Trading CC and manages its finances. He had, therefore abused his office and/or position in the directorate of Education, Arts and Culture, and directly benefited himself when he bought bricks worth N$ 30,000 with the funds received from the same directorate that employed him,” Matundu said.
She added that he used the bricks in question to construct flats for rent at Engela, Omafo Proper Extension, in Helao Nafidi Town.
Matundu further stated that Nghilundilua was subsequently arrested in Eenhana, Ohangwena Region, on 19 January 2026. He was charged with four counts, which include contravention of section 66(c)(a) read with subsection 66(1) and (23) of the Procurement Act, No. 15 of 2015; contravention of section 43(1) of the Anti-Corruption Act, 2003 (Act No. 08 of 2003) for corruptly using or abusing office or position for gratification; contravention of section 6, read with sections 1, 7, 8, and 11 of the Prevention of Organised Crime Act, 29 of 2004; and contravention of section 4(a)(i), read with sections 1, 7, 8, and 11 of the Prevention of Organised Crime Act, 29 of 2004.
Nghilundilua appeared in the Eenhana Magistrate’s Court on 20 January 2026 and was granted bail of N$20,000.
