PRESIDENT Netumbo Nandi-Ndaitwah has appointed Modestus Amutse as the new Minister of Industries, Mines and Energy, effective 2 December 2025, bringing an end to months of interim leadership within the portfolio. The appointment follows the President’s constitutional authority under Article 35 to select ministers from members of the National Assembly.
Announcing the appointment, the Presidency highlighted Amutse’s extensive experience in public service. He previously served as Deputy Minister of Information and Communication Technology and, before that, as a Member of Parliament and Chairperson of a National Assembly Standing Committee. His earlier leadership roles at regional level were also cited as key strengths that he brings to the ministry.

President Nandi-Ndaitwah expressed her appreciation to Defence and Veterans Affairs Minister Frans Kapofi, who had been acting in the role in recent months. She commended him for his steady leadership and the support he provided to the ministry during the transitional period.
The President said the appointment comes at a pivotal time for the country, following the recent Regional and Local Authority Elections in which the SWAPO Party received a renewed mandate. She stressed that the 8th Administration remains focused on strengthening service delivery, accountability, and the implementation of national development priorities, including the SWAPO Party Election Manifesto, its Implementation Plan, and the Sixth National Development Plan (NDP6).
Amutse is expected to steer the ministry through a period of accelerated industrialisation, reform in the mining sector, and advancements in the energy space. His role will be crucial as Namibia positions itself to harness new economic opportunities, drive sustainable development, and support shared prosperity across all 14 regions.
The President wished him success as he takes up the portfolio and leads efforts to advance key national strategies in industries, mining, and energy.
