The Communications Regulatory Authority of Namibia (CRAN) and NORED Electricity (Pty) Ltd signed a Memorandum of Understanding (MoU) on 25 August 2026 in Ondangwa, marking a significant step towards strengthening cooperation in support of Namibia’s digital transformation, rural connectivity, and socio-economic development goals.
The five-year non-binding agreement establishes a framework for collaboration between the two (2) institutions in areas of mutual interest, including information and data sharing, facilitation of rural electrification and broadband connectivity initiatives, capacity building, regulatory cooperation, and knowledge exchange. The partnership recognises the increasing convergence of communications and electricity infrastructure and the need for coordinated efforts to expand access to essential services across Namibia.
Speaking at the signing ceremony, Emilia Nghikembua, CRAN’s Chief Executive Officer, said that the partnership reflects a shared commitment to bridging infrastructure gaps and creating opportunities for communities, particularly in underserved and rural areas.
“The MoU represents an important milestone in strengthening collaboration between the communications and energy sectors. By working together, CRAN and NORED are laying the foundation for improved connectivity, enhanced service delivery, and greater socio-economic inclusion for all Namibians,” emphasised Nghikembua.
Nghikembua noted that access to reliable communications infrastructure is increasingly dependent on effective coordination with utility providers and infrastructure owners.
“As Namibia advances towards a more digitally enabled economy, strategic partnerships such as this one are essential. The agreement will facilitate information sharing, improve planning and coordination, and support innovative solutions that extend broadband services and digital opportunities to communities that need them most,” added Nghikembua.
Under the MoU, the parties will maintain regular consultations on matters of common interest and exchange information to support collaborative initiatives. The agreement also provides for the inclusion of designated CRAN personnel on NORED’s outage communication platform, enabling improved coordination and timely information sharing regarding planned electricity outages that may affect communications infrastructure and services.
Silvester Wayiti, NORED’s Chief Executive Officer, welcomed the partnership and highlighted the growing interdependence between electricity supply and communications networks.
“Reliable electricity and modern communications infrastructure are both critical enablers of economic growth and improved quality of life. This partnership positions our organisations to work more effectively together in supporting national development priorities and ensuring that communities benefit from integrated infrastructure planning,” stated Wayiti.
Mr. Wayiti further highlighted the value of collaboration in expanding access to services in remote areas.
“The agreement creates opportunities for practical cooperation that will help unlock efficiencies, support rural development initiatives, expedite and strengthen the delivery of both electricity and communications services. We look forward to building a productive and mutually beneficial relationship with CRAN,” concluded Mr. Wayiti.
Moreover, the signing of the MoU underscores the commitment of both organisations to fostering innovation, enhancing coordination, and leveraging their respective strengths to support Namibia’s development agenda. Through closer collaboration, CRAN and NORED aim to contribute to improved connectivity, sustainable infrastructure development, and greater digital inclusion for citizens and businesses across the country.
