President Nandi-Ndaitwah receives courtesy call from Chief Justices of Namibia and Uganda

PRESIDENT Netumbo Nandi-Ndaitwah received a courtesy call from Namibia’s Chief Justice, His Lordship Peter Shivute, and Uganda’s Chief Justice, His Lordship Alfonse Chigamoy Owiny-Dollo, at State House.

The visit aimed to brief the Head of State on ongoing judicial cooperation efforts between Namibia and Uganda, particularly around the potential introduction of plea bargaining and Alternative Dispute Resolution (ADR) as tools to improve efficiency and access to justice within Namibia’s criminal justice system.

President Nandi-Ndaitwah commended both Chief Justices for fostering closer ties between their respective judiciaries, particularly through a memorandum of understanding and knowledge exchanges focusing on best practices in the areas of ADR and plea bargaining.

She highlighted that the cooperation between the two countries’ judicial branches complements the long-standing relationship between Namibia and Uganda, dating back to the liberation struggle, and reinforced by continued ties between their executive arms.

“Alternative Dispute Resolution is part of our customs, and we should anchor our countries in cultural systems in order to develop,” the President said, stressing the importance of integrating traditional methods into formal justice systems.

She added that during consultations with traditional leaders, she frequently encourages the use of customary practices to resolve community disputes—especially succession-related matters.

President Nandi-Ndaitwah also welcomed ongoing reforms aimed at easing the burden on Namibia’s courts. “The judiciary is there to serve the people,” she said in conclusion.
