Two officially charged for misusing government blue card granted bail

TWO employees of the Ministry of Urban and Rural Development, who have been charged with misusing the government blue fuel card, were recently granted bail.

The two accused, Leifla Shiwa Martin (33), a Senior Administrative Officer, and Vilho Shipopyeni Limene (36), a driver at the Ministry of Urban and Rural Development, were arrested on September 10, 2023.


They face charges of contravening section 43(1) and section 46(b) of the Anti-Corruption Act, Act 8 of 2003, for corruptly using their positions or office for gratification and conspiring to commit a crime.

The two appeared in the Windhoek Magistrate Court on September 11th and 12th, 2023, respectively.

They were both granted bail of N$1,500 each, and their case was postponed to November 17, 2023, for further investigation.

Anti-Corruption Commission spokesperson Josefina Nghituwamata said the two accused were detained for misusing a GRN Blue fuel card after a report that a government blue fuel card belonging to the Ministry of Urban and Rural Development was used to buy six (6) tyres for a private vehicle at a certain Motor Spares in Windhoek.

“It is alleged that four of the purchased tyres were fitted on the private vehicle, and the other two were loaded into the same vehicle,” she said.

She added that the tires are alleged to have cost N$6,850.00.

Nghituwamata indicated that during the course of the investigation, all six (6) tyres were recovered.
