President Netumbo Nandi-Ndaitwah has made it clear that she is willing to be a “disruptive President” if disruption is necessary to remove obstacles that hinder service delivery and accelerate Namibia’s development.<\/p>\n\n\n\n
“What constraint requires Cabinet or Presidential intervention? I said that I am going to be a disruptive President. I will disrupt for the sake of the Namibian people. I will disrupt,” she said.<\/p>\n\n\n\n
The President made these remarks at the Public Enterprises Breakfast, held at the Namibia Institute of Public Administration and Management (NIPAM). The engagement brought together chief executive officers (CEOs) of public enterprises to reflect on their role in advancing the implementation of the Sixth National Development Plan (NDP6), strengthening economic growth and contributing to Namibia’s national development priorities.<\/p>\n\n\n\n
Addressing the CEOs, the President urged them to be candid about the challenges preventing meaningful progress and to identify issues that require intervention at the highest level of government.<\/p>\n\n\n\n
“What single reform would unlock your specific public enterprise? What specific reform can really make your public enterprise contribute to the Namibian economy? What is your strategic investment project that is ready for implementation within the next 24 months? I want to know that,” President Nandi-Ndaitwah said.<\/p>\n\n\n\n
The President also expressed disappointment that what she understood to be a strategic dialogue had been opened to the public, saying such engagements require an environment that allows for frank and confidential discussions.<\/p>\n\n\n\n
She questioned how meaningful strategy discussions could take place if they were conducted in a public setting.<\/p>\n\n\n\n
\u201cWhat does it mean to make me part of your strategic dialogue? Immediately when I read it, when I was coming for a strategic dialogue. But when I was introduced and told it was open to the whole country, I asked myself: how do I strategise with the whole country? That has really put me off. Whether we are really serious, or do we just want to keep repeating the same sentences and big words we have always been repeating?\u201d she questioned.<\/p>\n\n\n\n
The President further challenged CEOs to identify laws, policies and regulations that require review or alignment, stressing that their recommendations should be practical and tailored to the needs of their respective sectors.<\/p>\n\n\n\n
“Which are those rules and regulations that need alignment? Mention them and explain what alignment is required. Because sometimes we make statements simply because others have made them. So I want you now to say, ‘In my sector, these are the rules, these are the regulations, these are the laws that need realignment, and that realignment should take this specific form’,” President Nandi-Ndaitwah said.<\/p>\n\n\n\n
She also called on the CEOs to determine how their proposed reforms could benefit Namibian businesses, particularly small and medium enterprises (SMEs).<\/p>\n\n\n\n
“We are talking about empowering the Namibian people, and we are also talking about job creation. When you implement those reforms, how many direct and indirect jobs are going to be created in your industry? And then, what percentage of your current procurement benefits Namibian businesses, including small and medium enterprises? Those are the people who can really grow this economy, and we can strengthen them through our work,” President Nandi-Ndaitwah said.<\/p>\n\n\n\n
The President stressed that she wanted to see ideas translated into action rather than remain topics of discussion at meetings, conferences and workshops. She said this was the best way to strengthen public trust and confidence in public institutions.<\/p>\n\n\n\n
“We have all these good ideas. Let us go back to our offices and implement these good ideas. Meetings after meetings, conferences after conferences, and workshops after workshops should not be for public presentations. They should be for real planning and implementation,” the president emphasised.<\/p>\n\n\n\n
