THE Ministry of Justice and Labour Relations has announced the commencement of regional consultative meetings on the amendment of the Employment Service Act (Act No. 8 of 2011), scheduled from August to 16 September 2026.<\/p>\n\n\n\n
The consultations form part of Government’s commitment to ensuring that Namibia’s employment legislation remains relevant, responsive and aligned with the evolving dynamics of the labour market.<\/p>\n\n\n\n
Ben Nangombe, the Executive Director of the Ministry of Justice and Labour Relations, explained that the consultative meetings will bring together a broad range of stakeholders, including employers, employees, trade unions, employer organisations, local and regional authorities, educational and training institutions, civil society organisations, youth organisations, jobseekers, organisations representing persons with disabilities, development partners and members of the public.<\/p>\n\n\n\n
\u201cThe objective of the consultations is to provide stakeholders with an opportunity to contribute towards the amendment of the Employment Service Act by sharing their experiences, identifying implementation challenges and proposing practical recommendations that will strengthen employment services in Namibia,\u201d Nangombe said.<\/p>\n\n\n\n
He added that the Ministry recognises that effective legislation is developed through meaningful stakeholder engagement and public participation.<\/p>\n\n\n\n
\u201cThe views and recommendations to be gathered during the regional consultations will contribute significantly to promoting equitable access to employment opportunities, enhancing labour market services, strengthening the regulation of Private Employment Agencies and Designated Employers, and improving service delivery across the country,\u201d Nangombe said.<\/p>\n\n\n\n
He further noted that the regional consultations will be conducted in all 14 regions, according to a scheduled programme. Invitations have been extended to relevant stakeholders in each region, and the Ministry encourages active participation to ensure that the amended legislation reflects the needs and aspirations of all Namibians.<\/p>\n\n\n\n
The Ministry remains committed to promoting decent work, improving labour market efficiency and creating an enabling legal framework that supports economic growth, job creation and social inclusion. Members of the media are invited to cover the consultative meetings. The Ministry will provide updates on the outcomes of the consultations as the process progresses.<\/p>\n\n\n\n
