THE United Nations will convene a High-Level Meeting on HIV/AIDS later this month to assess global progress in combating the epidemic, adopt a new Political Declaration, and set fresh targets aimed at ending AIDS as a public health threat by 2030 amid concerns that uneven progress and funding pressures could undermine hard-won gains.

The 2026 United Nations General Assembly High-Level Meeting on HIV/AIDS will take place on 22 and 23 June in New York following the adoption of a resolution by UN Member States in April.

Held every five years since 2001, the meeting serves as the primary global political platform for reviewing progress in the fight against HIV/AIDS and strengthening accountability among member states.

Delegates will assess achievements and challenges since the adoption of the 2021 Political Declaration on HIV and AIDS, including progress towards the targets set for 2025. The meeting will also result in negotiations on a new Political Declaration that will guide the global HIV response through to 2030.

According to the United Nations, the new declaration is expected to establish updated global targets aligned with the Global AIDS Strategy 2026–2031 and reaffirm international commitments to ending AIDS as a public health threat by the end of the decade.

The meeting comes at a time when the global HIV response faces growing challenges, including changes in international donor funding, pressure on multilateral institutions and emerging demands on public health systems. At the same time, advances in HIV prevention and treatment have created new opportunities to accelerate progress.

UNAIDS has warned that failure to maintain momentum could reverse gains made over recent decades, resulting in millions of additional infections and deaths while increasing future response costs.

The Global AIDS Strategy 2026–2031, which will help shape discussions at the meeting, places people at the centre of the response and focuses on three key priorities: strengthening country-led HIV programmes, reducing inequalities in access to HIV services, and expanding community leadership in the response.

The strategy aims to ensure that by 2030, approximately 40 million people living with HIV are receiving treatment and achieving viral suppression, while 20 million people have access to antiretroviral-based HIV prevention options in environments free from stigma and discrimination.

It also marks a shift from a donor-driven emergency response model towards sustainable, nationally led programmes integrated into broader health systems and supported by stronger domestic financing.

UNAIDS estimates that low- and middle-income countries will require approximately US$21.9 billion annually until 2030 to achieve global HIV targets. Although this represents a reduction from earlier funding estimates, a significant financing gap remains.

The strategy projects that achieving its targets could prevent 3.3 million new HIV infections and 1.4 million AIDS-related deaths between 2025 and 2030, bringing the world closer to the goal of reducing new HIV infections and AIDS-related deaths by 90% compared to 2010 levels.

UN officials have described the upcoming High-Level Meeting as a critical moment for renewing global political commitment, strengthening accountability and ensuring that the HIV response remains adequately funded and effective in the years ahead.

The meeting will be overseen by President of the UN General Assembly Annalena Baerbock, with support from UNAIDS and UN Member States, who will negotiate and finalise the new Political Declaration during the June gathering.
