THE case of Richard Masule Milinga and Grant Charmon Cloete, who face counts of fraud and using office for gratification, was postponed to 20 August 2026 for a final remand for the Prosecutor General, Martha Imalwa, to pronounce herself on whether the matter will stand trial or not after pleas were tendered and investigations were completed.<\/p>\n\n\n\n
Milinga and Cloete were arrested for allegedly acting in cahoots to steal a weighbridge belonging to the Roads Authority in Walvis Bay, which cost over N$2 million, and renting it out for their personal gain.<\/p>\n\n\n\n
Richard Milinga, Divisional Manager of the Transport Inspectorate at the Roads Authority, and Grant Cloete, Managing Director of SASCO, are, however, out on bail of N$30,000.00 each.<\/p>\n\n\n\n
The two each face a charge of fraud, with an alternative charge of theft, in connection with the fraudulent certification of a suspicious invoice valued at more than N$3 million, which fraudulently indicated that goods had been delivered when they had not been.<\/p>\n\n\n\n
Milinga has, however, since February 2026, been dismissed as the Roads Authority (RA) Transport Inspectorate Divisional Manager, alongside transportation executive officer Johan Boois. The two have, however, lodged an urgent application in the High Court, stating that the disciplinary process leading to their dismissal was unlawful.<\/p>\n\n\n\n
