THE Electricity Control Board of Namibia (ECB) on 16 October 2025 hosted a workshop dedicated to the review and enhancement of the Performance Management Framework (PMF) for Namibia\u2019s Electricity Supply Industry (ESI).<\/p>\n\n\n\n
The Chief Executive Officer of the ECB, Robert Kahimise, said that the workshop marks a significant step in the ECB\u2019s ongoing effort to strengthen the regulatory foundation of Namibia\u2019s electricity industry.<\/p>\n\n\n\n
\u201cThe updated PMF is not merely a reporting tool; it is a strategic instrument designed to drive performance improvement, accountability, and data-driven decision-making across the sector. Today\u2019s workshop marks a significant milestone in a journey that began in mid-2023, when the ECB embarked on the review of the existing PMF to ensure it remains relevant and effective in a rapidly evolving electricity landscape,\u201d Kahimise said.<\/p>\n\n\n\n
He added that since then, a number of key activities and consultations have taken place, which include, among others, an initial diagnostic assessment of the 2017 PMF to identify gaps, overlaps, and improvement areas.<\/p>\n\n\n\n
He added that the ECB also held stakeholder consultations with licensees, including NamPower, the Regional Electricity Distributors (REDs), and key government institutions, as well as carried out targeted engagements with technical and financial teams to refine the Key Performance Areas (KPAs) and Indicators (KPIs).<\/p>\n\n\n\n
Kahimise stressed that the workshop aims to confirm that the updated PMF is technically sound, implementable, and aligned with national energy objectives, and to agree on practical steps for its rollout across all regulated entities, ensuring consistency in data collection, reporting, and performance monitoring.<\/p>\n\n\n\n
\u201cThe revised PMF introduces clear, measurable performance indicators across areas such as financial sustainability, supply reliability and quality of service, customer satisfaction, and regulatory compliance and governance. These indicators will serve as the foundation for data-driven regulation, enabling the ECB and stakeholders to track progress, identify challenges, and drive continuous improvement,\u201d Kahimise concluded.<\/p>\n\n\n\n
