ACC investigator in the ongoing fraud and corruption bail hearing of Namcor, Oberty Inambao, said that Enercon Namibia had a credit limit of N$15.5 million, bringing into question how the entity could accumulate fuel debt of up to N$108 million.<\/p>\n\n\n\n
It is alleged that Namcor employees such as Jennifer Hamukwaya, former executive of finance and administration; Immanuel Mulunga, former MD; Cedric Willemse, former supply and logistics manager; and Olivia Dunaiski, former commercial manager, allegedly conspired and breached the internal controls of Namcor by offering companies fuel above the credit limits in exchange for gratification.<\/p>\n\n\n\n
Inambao said there were certain red flags in the said fuel supply agreement between Enercon Namibia Pty Ltd. These include, he said, Jennifer Hamukwaya, the former executive of finance and administration at Namcor, being given access and signatory rights to an Enercon account on 26 October 2021\u2014when it was initially opened\u2014five months prior to Namcor and Enercon entering into a fuel supply agreement on 16 March 2022 and onboarding Enercon as its client.<\/p>\n\n\n\n
He added that there was no reason Hamukwaya was given signatory rights to Enercon\u2019s accounts prior to Namcor entering into business with the entity, and that there was no appointment or resolution from Namcor authorising Hamukwaya to become a signatory to the account.<\/p>\n\n\n\n
Further to this, the ACC investigator delved into the alleged fraudulent purchase of nine service stations by Namcor from Enercon Namibia Pty Ltd, which was later discovered to be owned by the Ministry of Defence.<\/p>\n\n\n\n
He added that on the date the purchase agreement was signed for the said service stations, an amount of N$150,000 was paid to Cedric Willemse, former logistics manager at Namcor. The money originated from Erongo Petroleum CC, 100% owned by Leo Nandago at the time, and was transferred via Quality Meat Supplies to the account of Willemse.<\/p>\n\n\n\n
Quality Meat Supplies is owned by one Hileni Ithana.<\/p>\n\n\n\n
\u201cYour Worship, during the investigations, Quality Meat Supplies was some form of butchery, as references on payments were \u2018game\u2019 and \u2018goats\u2019. The Commission, Your Worship, undertook to visit an address in Cimbebasia for investigations. But unfortunately, Your Worship, at that address there is only a residential property,\u201d Inambao said.<\/p>\n\n\n\n
He added that although the entity is 100% registered under Ithana, the beneficiary is Simaneka Victor Malima.<\/p>\n\n\n\n
\u201cInvestigations have established that Malima is not in the country. Mechanisms are being undertaken to see that he is brought to court.
