THE City of Windhoek has suspended the issuing of meat permits and the slaughtering of cloven-hoofed animals in the city following the confirmation of a Foot-and-Mouth Disease (FMD) outbreak in the //Kharas Region. A video shared with Informanté shows a kapana seller being removed by private security members reportedly enforcing the FMD restrictions.
The suspension, which took effect immediately and will remain in place until further notice, follows Veterinary Public Notification No. 15 of 2026 issued by the Ministry of Agriculture, Fisheries, Water and Land Reform as part of measures to contain the outbreak.

The suspended services and activities include the issuance of meat permits, the slaughtering of cloven-hoofed animals at local and export abattoirs, slaughtering at informal markets and slaughtering during social events.
The movement and importation of cloven-hoofed animals and their raw products within Windhoek have also been suspended.
The measures form part of wider national restrictions introduced following the confirmation of FMD, including restrictions on the movement, marketing and trade of cloven-hoofed animals and their raw products, increased surveillance and the establishment of roadblocks at strategic areas.
The City has urged residents and the general public to comply with the restrictions until further notice.
