THE Livestock and Livestock Products Board of Namibia (LLPBN) has introduced changes to the livestock trade permit regime aimed at improving trade facilitation and providing greater flexibility for importers and traders.
The changes allow for the transfer of ownership of consignments of controlled livestock products stored in registered bonded facilities, subject to compliance with relevant legislation governing livestock, animal health, customs and trade.
The LLPBN said the amendment will enable registered importers who do not have sufficient poultry and pork import quota to sell their consignments to other registered importers with available quota.
The Board said the change is intended to improve efficiency within the livestock and livestock products sector while ensuring that all movements and transactions remain compliant with the Livestock and Livestock Products Act, the Animal Health Act, the Customs and Excise Act and other applicable laws.
The LLPBN is currently preparing its computerised Trade Facilitation System for implementation and will inform registered stakeholders by email of the specific technical requirements related to the new provision.
In addition, the Board has amended its Standard Operating Procedures to extend the validity period of transit permits from seven days to 14 days.
The LLPBN said the extension will provide traders with more time to complete the necessary documentation and logistical arrangements required to ensure that permitted products leave Namibia within the approved period.
The extension of transit permit validity takes immediate effect.
The Board said the changes are expected to improve trade facilitation and strengthen the competitiveness of Namibia’s livestock and livestock products industry.
