Prime Minister Dr Tjitunga Elijah Ngurare has raised concern over silo management within government institutions, saying it is slowing national development due to poor coordination among stakeholders.
According to him, the lack of alignment is one of the factors undermining the full implementation of the Sixth National Development Plan (NDP6), noting that ministries, agencies, local authorities and SOEs are operating independently instead of following a unified national agenda.
“The bible of development is meant to be NDP6, but each one is going in various ways that are not complementary,” he said.
The Prime Minister made these remarks during a meeting with local and regional councillors, as well as officials from the Omaheke Region in Gobabis.
Ngurare emphasised the importance of stronger coordination and collaboration among government entities, particularly in addressing urgent national priorities such as water accessibility and food security.
“The right hand must know what the left hand is doing because, essentially, we are serving the same people. We are not in some sort of athletics competition to say this one is a better runner or that one is not. If our priority is to serve, we must provide, or inject momentum into, food security. We must do so everywhere. Which local authority can go on its own without food? Which regional council can survive without water?”
In addition to the isolated management of government institutions, he also highlighted the current procurement system as a major obstacle to the fast-tracking and effective implementation of government projects.
