Namibia Introduces Poultry Market Share Promotion Scheme

THE Livestock and Livestock Products Board of Namibia (LLPBN) has announced the repeal of Government Notice No. 54 of 28 February 2020, which restricted poultry imports, and the immediate implementation of the Poultry Market Share Promotion Scheme (PMSS) to support local poultry production. The PMSS aims to protect and grow Namibia’s domestic poultry industry, reduce reliance on imports, and create a level playing field for local producers, though it comes with stricter administrative and regulatory oversight.

Under the new scheme, all imports of poultry products—except those specifically exempted—will be subject to import quotas and require a valid LLPBN permit. Importers must register with the LLPBN to obtain a producer number and apply for permits according to the Board’s Standard Operating Procedures and allocated quotas.

The LLPBN stressed that all other statutory requirements, including veterinary import permits, animal health standards, quality controls, and applicable levies, remain in force. Poultry producers wishing to participate in the scheme are required to register their interest and comply with veterinary standards applicable to poultry establishments.
