Otavi HR Officer, Ernest Gaoab, arrested for promoting himself

THE Anti-Corruption Commission (ACC) has arrested and charged a former Human Resource Officer at the Otavi Town Council, who was at the time acting as Chief Executive Officer (CEO), in connection with corruption-related offences.

It is alleged that the official unlawfully promoted himself to the position of Manager: Human Resources, a position which did not exist on the approved organisational structure of the Otavi Town Council.

The accused was arrested on 23 March 2026 and formally charged with contravening Section 43(1) of the Anti-Corruption Act, 2003 (Act No. 8 of 2003), which relates to corruptly using one’s office or position for gratification.

He was granted bail in the amount of N$10 000.00, and the matter has been postponed to 12 May 2026, when he is expected to appear before the Regional Court in Otjiwarongo.

“The Anti-Corruption Commission reiterates its unwavering commitment to upholding integrity, transparency, and accountability within public institutions. Corruption undermines good governance, erodes public trust, and hampers effective service delivery. The ACC remains resolute in its mandate to investigate corruption and ensure that all individuals involved in corrupt practices are held accountable in accordance with the law,” Marina Matundu, ACC spokesperson, said.
