THE Commissioner-General of the Namibian Correctional Service (NCS), Raphael Hamunyela, said that the work is not only about enforcing punitive measures, but also about transformation. He said the implementation in 2008 of the Offender Risk Management Correctional Strategy (ORMCS) is a good and successful story at the heart of the Service’s transformation.
Speaking during the opening ceremony of the NCS Senior Managers’ Retreat at Swakopmund, Hamunyela said that the ORMCS is a modern, evidence-based approach that places rehabilitation at the centre of the NCS’s mission, reminding correctional officers that their work is not only about enforcing punitive measures, but also about transformation.
“In this regard,” he said, “our role as leaders and supervisors became even more vital, because rehabilitation cannot succeed without strong guidance, consistent oversight and supportive supervision.”
According to Hamunyela, the three-day retreat was more than just a meeting. “It is a reaffirmation of our collective commitment to excellence, integrity, and dedicated service to our nation. It is a space for reflection, renewal, and strategic thinking,” he said.
The last such retreat was held at Okahandja in February 2024.
