THE 2026 NSFAF online applications for financial assistance have been launched, marking the official transition to the Subsidised Tertiary Education Funding Model.
“Today marks a deliberate and meaningful step towards an education system that is more accessible, more inclusive, and more responsive to the aspirations of our young people and the developmental needs of our nation,” Minister of Education Sanet Steenkamp said while speaking at the launch.
She reaffirmed the government’s strong commitment to higher education, noting that registration and tuition fees will be fully covered for all eligible students. This, she said, is intended to ensure that no student’s academic potential is hindered by financial constraints.

“At the same time, we recognise that differences in student circumstances require targeted responses, supported by ongoing reform, partnership, and innovation. True equity in tertiary education means that every student, regardless of background or institution, is given a fair and credible opportunity to succeed. It is for this reason that government remains committed to the phased implementation of national minimum standards across all tertiary institutions, strengthening quality, coherence, and public confidence in our system,” the minister added.
Steenkamp further acknowledged that the cost of living remains a significant challenge for many students. To address this, she said, the government provides non-tuition financial support to students from households with a combined annual income of N$300,000 or less, helping them to cover living expenses during their studies.
“While the amounts provided may not always meet every need in full, they offer a critical lifeline, enabling students to remain enrolled, focused, and committed to completing their studies. This funding model is firmly needs-based and developmental in its intent. When we support students in this way, we do much more than disburse financial assistance; we invest in human potential. We are nurturing skilled professionals, innovators, and responsible citizens who will, in time, contribute meaningfully to Namibia’s social and economic advancement,” Steenkamp added.
