THE SWAPO Party has regained full control of the municipal council of the City of Windhoek after opposition parties failed to unite, ending a five-year period marked by political infighting and repeated council paralysis.
The outcome has been described as a major political shift, challenging assumptions that urban youth voters would continue to bolster opposition parties. Affirmative Repositioning (AR), once hailed as a rising force in Windhoek politics, lost half of its representation, which analysts say signals the waning appeal of populist politics and the limited influence of social-media-driven campaigns.
According to the complete results of the 2025 Regional Councils and Local Authorities Elections, announced by Electoral Commission of Namibia Chairperson Elsie Nghikembua earlier today, a total of 1,499,499 voters were registered for the Regional Council elections, of whom 609,013 cast ballots, representing a turnout of 40.7%.
For the Local Authorities elections, 272,942 of the 752,043 registered voters participated, translating to a 36% turnout.
The ruling SWAPO Party emerged as the dominant party across both elections, securing 63% of the total votes in the Regional Council elections and 52.4% in the Local Authorities elections.
In the Regional Council elections, SWAPO obtained 382,067 votes; IPC 74,176; PDM 31,388; LPM 22,512; UDF 17,272; NUDO 10,601; AR 7,598; and BCP 4,157.
Several smaller political parties and 68 independent candidates also participated in the elections, garnering votes as high as 3,057 in the case of Mbangu Paulus, the independent candidate who prevailed in the Rundu Rural Constituency, Kavango East, and as low as 17 votes in the case of independent candidate Nelao Willem Hafeni in the Endola Constituency, Ohangwena Region.
