THE Oshakati Town Council has approved the sale of ERF 1342 Oshakati Extension 4, popularly known as the Old Omatala, to Mouse Properties Ninety-Eight CC, owned by business tycoon Erastus “Chicco” Shapumba.
Town spokesperson Katarina Kamari said that the Minister of Urban and Rural Development, in terms of the provisions of section 30 (1) (t) of the Local Authorities Act, 1992 (Act No. 23 of 1992) as amended, granted approval in April 2024 to the Oshakati Town Council to sell/dispose of ERF 1342, a business-zoned plot in Oshakati Extension 4.

Kamari indicated that the erf measures 16,177m² and will be purchased for N$7 million excluding VAT and over N$8.05 million inclusive of VAT.
“This amount excludes the administration and transfer costs, which shall be on the account of the purchaser,” she said.
She added that thus far, the parties have signed the deed of sale, signalling the conclusion of this protracted land transaction.
Moreover, she indicated that the sale of this erf is subject to the conditions set forth in the Council Resolution, such as the company having to present the building plan of the proposed development on ERF 1342 Oshakati Extension 4 to the full Council before approval by the Building Plan Committee.
“The building should be a landmark befitting the standard and value of the central business district (CBD) of the town. If it is a two-story building, it should be constructed as per the condition of the expression of interest and the concept design presented by Mouse Properties Ninety-Eight CC,” she added.
Further, Kamari said that it is expected that this development will have a positive impact and will undoubtedly add great value to the local economic development of the town.
Importantly, she said that it will generate massive employment opportunities both during the construction and operation of the property.
In addition, Kamari said the revenue of the Council will increase in terms of rates, taxes, and other municipal services that will be levied on this property.
