THE Anti-Corruption Commission (ACC) investigator Andreas Kanyangela testified under oath today that Dr. Albert Kawana, as the attorney general at the time in 2014, analysed the draft Namgomar Pesca agreement between Namibia and Angola which eventually culminated in a total of N$38 million in funds meant to benefit Namibians being looted by the Fishrot accused.
Kanyangela appeared as a state witness in which he gave arguments against granting of bail to former Minister of Justice Sacky Shanghala and five other accused men in the Fishcor corruption case.
Giving his testimony, Kanyangela stated that the Namgomar Pesca bi-agreement gave the Minister of Fisheries and Marine Resources the ability to give quotas to non-rights holders.
Kanyangela stated that the agreement which was crafted by Sacky Shanghala, who was the chair of the LRDC, gave the draft agreement to Dr. Albert Kawana for screening, who gave advice on the agreement. He added that the Angolan government said that they preferred a nonbinding agreement and entered into a memorandum of understanding.
According to Kanyangela, a total of 50 000 metric tons of quotas were allocated to Namgomar Pesca Namibia, which is valued at N$150 million.
